Achieving global climate change goals requires coordinated action that aligns international frameworks and commitments with local implementation via targeted policies, investments, and innovations. On the global stage, AEEE works to amplify the voice of the Global South in positioning energy efficiency as the fastest, cheapest, and cleanest resource. Through collaborations and knowledge exchange at key global platforms such as COP, MOP, G20 Energy Transitions Working Group, and other significant platforms, coalitions and working groups, AEEE promotes decarbonisation, sustainable cooling, and energy efficiency as vital components of climate mitigation. AEEE bridges India’s national and sub-national energy efficiency efforts with global climate change goals, positioning energy efficiency as the ‘first fuel’. At the sub-national level, AEEE supports policy implementation, program design, and capacity building for the integration of energy efficiency into clean energy transition and climate actions. Through initiatives like the State Energy Efficiency Index (SEEI), AEEE empowers states to measure, monitor, and enhance energy efficiency policies, fostering a culture of sustainability aligned with national and global targets. By working closely with national, state, and local institutions, AEEE equips stakeholders with the skills, data, and tools needed to drive energy-efficient practices and secure financing for low-carbon technologies.

Objective

Position energy efficiency as the first fuel at the global and local levels

Strategic focus area

  • Support the development and integration of energy efficiency policies at the state level, aligning with national and global climate goals
  • Enhance the capacity of state and local institutions to implement energy efficiency measures through targeted training, knowledge sharing, and technical assistance
  • Promote investment in energy efficiency by developing financing mechanisms that engage both public and private sectors at global and local levels
  • Monitor and evaluate the impact of energy efficiency policies and initiatives, providing data-driven insights to inform continuous improvement
  • Foster international collaboration to accelerate decarbonisation efforts and scale successful models across the Global South

Flagship programmes

State Energy Efficiency Index

The State Energy Efficiency Index (SEEI) is an annual index developed by BEE with technical support of AEEE. The index tracks and measures progress in energy efficiency policies and regulations, institutional capacities, financial investments, programmes, and resultant savings and provides insights for improved adoption and implementation at the state and UT levels.

India Sub-national Climate Action (Uttar Pradesh) — Cross-Sectoral Policies and Programmes

In the state of Uttar Pradesh, AEEE has engaged with Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA), supporting them in their priority areas, including a comprehensive review of the draft State Energy Efficiency Action Plan (SEEAP) to ensure impact-focused strategies and strengthen implementation mechanisms. Market enablement of ESCOs is also a prime focus, and the draft ESCO policy for the state is under development. AEEE is continuously working in consultation with the sectoral stakeholders and ESCOs in the region to maximise the impact of the envisioned policy.

India Sub-national Climate Action (Maharashtra) — Cross-Sectoral Policies and Programmes

In the state of Maharashtra, AEEE supported Maharashtra Energy Development Agency (MEDA) in reviewing and strengthening the SEEAP and the updated version of their energy efficiency and conservation policy. AEEE’s work in Maharashtra also involves identifying and strengthening policy levers for catalysing the state’s ESCO ecosystem and helping design programs for energy-efficient appliances such as ceiling fans. Under the broader state-level engagement, AEEE is also involved in the promotion of energy efficiency within climate action at the local (city and municipality) level. This is exemplified through an ongoing engagement with the Pimpri-Chinchwad Municipal Corporation (PCMC).

AEEE at COP29, Baku

AEEE will be at the 29th Session of the Conference of the Parties of the UNFCCC (COP29) from 11-22 November 2024 in Baku, Azerbaijan, with the objective of advancing action on tracking progress on energy efficiency, knowledge exchange on strategies and high-impact opportunities for doubling its rate and building compelling narratives around energy efficiency.
