Anil Kumar

Dr. Anil Kumar Jain is a former member of the Indian Administrative Service of the Government of India. He superannuated from the office of Secretary in the Ministry of Coal. He has over three decades of administrative experience at the field and policy formulation levels, and has held senior positions in the Central and State Governments, in multiple Ministries including Environment, Planning Commission/NITI Aayog and Petroleum & Natural Gas, an area in which he specialises. He has authored two books on role of natural gas in India’s energy mix upto 2030, particularly in light of India’s announcements at Glasgow. Dr Jain frequently writes on energy related topics in various publications.  During 2012-17, as Head of the Energy Division of the NITI Aayog (National Institution for Transforming India), he led the team that drafted the National Energy Policy (2017-2040) and also developed the energy scenario modelling tool, IESS, 2047. Dr Jain has led Indian delegations to the Energy and Climate Working Group of G20 for 5 years (2012-17) under different Presidencies. During his tenure as Special Secretary, MoEFCC he commissioned the India Cooling Action Plan and Draft national Resource Efficiency Plan. He has done his MBA, and also acquired a Diploma in Foreign Trade. He completed his Doctorate on the topic of Natural Gas from TERI University in New Delhi (2020).
