District Cooling Guidelines

The District Cooling (DC) Guidelines has been developed as part of the bilateral initiative, Energy Efficient Cooling (EE Cool), conducted by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Bureau of Energy Efficiency (BEE), India. The project supports the BEE and the Ozone Cell, Ministry of Environment, Forest and Climate Change (MoEF&CC) of India in the implementation of the India Cooling Action Plan (ICAP) with regard to energy-efficient district cooling systems. The Project Management Unit (PMU) overseeing this initiative, led by the Alliance for an Energy Efficient Economy (AEEE), has been working since 2021 to bring consensus amongst various stakeholders regarding the District Cooling technology and has produced this document.

The objective of the guidelines is to provide overall guidance on major aspects of District Cooling Systems (DCS) related to scope, planning, construction, business models, and measurement and billing systems. This guide should act as an information handbook on DCS and is intended to be used by a range of stakeholders, including state and city development authorities, developers, and investors.
