State Energy Efficiency Index 2024

The State Energy Efficiency Index (SEEI) 2024, an initiative by the Bureau of Energy Efficiency (BEE) in association with the Alliance for an Energy Efficient Economy (AEEE), assesses the energy efficiency performance of 36 Indian states and Union Territories (UTs) for FY 2023-24.
The Index aims to institutionalise state-level data monitoring, track energy-footprint management, promote best practices, and encourage competitive improvement. Its implementation-focused framework covers 66 indicators across seven sectors – Buildings, Industry, Municipal Services, Transport, Agriculture, DISCOMs, and Cross-Sector initiatives. New metrics align with evolving national priorities, including the ESCO model, building Star Ratings, MSME cluster profiling, PAT expansion, EV demand-side incentives, and DISCOMs’ demand-side management.
SEEI 2024 places strong emphasis on on-ground delivery, measuring programme-specific outcomes such as audits, retrofits, technology demonstrations, capacity-building initiatives, and fiscal incentives. Data is collated from multiple stakeholders – including BEE, State-Designated Agencies, the Central Electricity Authority, and Energy Efficiency Services Limited – and rigorously validated by BEE and AEEE.
As a crucial policy tool, SEEI 2024 provides actionable insights that help states strengthen their energy efficiency performance and contribute meaningfully to India’s climate and energy security goals.
