States Leading the Change
States are essential to the national climate strategy, given their diverse energy landscapes and developmental challenges. Their role is critical in tailoring and implementing nationwide energy and climate objectives. State-level policies, crafted with precision and vision, can be instrumental in achieving India’s NDC and SDGs 7, 12, and 13, which focus on affordable and clean energy, responsible consumption and production, and climate action respectively.
This policy brief aims to guide states in formulating holistic, forward-looking, and performance-based energy efficiency and conservation (EE/EC) policies that address immediate concerns and consider a range of long-term interconnected goals. A comprehensive model for a state-level EE/EC policy design is suggested which encompasses the foundational attributes of clarity, completeness, consistency, effectiveness, efficiency, adaptability and sustainability. Additionally, supplementary factors including socio-economic and demographic contexts, investments, job creation and digital innovation are explored. Further, the brief also touches upon crucial factors such as alignment with state-level action plans, timelines, availability of resources, stakeholder engagement, digital interface and public awareness that influence the transition of a well-crafted policy into tangible actions.
