Soumya Garnaik

Presently serving as Chief General Manager (Technical) in Energy Efficiency Services Ltd. (EESL), Ministry of Power, Govt. of India. During his 25+ years of professional career, Mr. Garnaik has served in Government, Private and International consulting organizations at various capacities in the field of energy policy, energy management, resource conservation etc. As Director in Bureau of Energy Efficiency (BEE), Ministry of Power, Govt. of India during 2010-13, he managed Perform, Achieve and Trade (PAT) scheme and Standard & Labelling (S&L) program of India. During his tenure as Deputy Director in National Productivity Council (NPC), India; Joint Director in Federation of Indian Chambers of Commerce & Industry (FICCI) and Principal in ICF International; he has guided, supervised and conducted over 70 major consulting assignments in India and abroad in the techno-policy area of energy efficiency, resource conservation & management etc. As a lead trainer, he has handled over 200 technical training sessions in relevant subjects for corporates, Government agencies and academic institutions. At present, he is leading consulting division of EESL handling project worth of Rs. 800 Crores apart from many other responsibilities.

He has presented / published over 50 technical papers in various national & international seminars, workshops, journals and websites. Mr. Garnaik has gone through advance training program on Energy Efficiency at Japan and USA.

Mr. Garnaik holds the Bachelor degree in Electrical Engineering from Utkal University, India and Post Graduate in Plant Engineering from India’s National Productivity Council. He is a Certified Energy Auditor from Bureau of Energy Efficiency (BEE), Govt. of India, Certified from Efficiency Valuation Organization (EVO) as International Performance Measurement & Performance Protocol (IPMVP) Professional and Certified Lead Auditor in ISO 18001.

Mr. Garnaik has been associated with international agencies like United Nations Organization, Asian Development Bank (ADB), World bank (WB), GIZ, USAID etc. in various projects and initiatives. He has been engaged by Chiang Mai University, Thailand as a Policy Expert in designing the “Energy Performance Certificate (EPC)” Scheme of Thailand.
