      West Bengal

      Policy and Year: West Bengal Electric Vehicle Policy, 2021 

      EV Targets:

      • Aim for 10 lakh EVs across all vehicle segments.
      • Target 1,00,000 public and semi-public charging stations.

      Green Zones: Explore zero-emission vehicle zones.

      • Declare intercity electrification green routes to boost electric mobility.

      Land Subsidies/ Provisions: Invite CPOs to set up charging facilities and battery swapping stations.

      • Concession locations will be carved out from public parking zones.

      Special EV Tariffs:

      • Set attractive tariffs around INR 6/kWh for public charging stations.
      • Reduce operating costs for EV owners.

      • Explore pop-up chargers for cities integrating renewable energy.

      Uttarakhand

      Policy and Year: Uttarakhand EV policy 2023           

      EV Targets: Target: 25% of new vehicle registrations by 2028.

      Purchase Incentive E2W:

      • Upfront incentive: Rs. 15,000 for first 2500 E2Ws and Rs. 20,000 for first 300 commercial fleet E2Ws.
      • Upfront incentive: Rs. 10,000 for first 9000 E2Ws and Rs. 15,000 for first 1200 commercial fleet E2Ws.

      Purchase Incentive E3W:

      • Upfront incentive: Rs. 15,000 for first 200 E3Ws.
      • Upfront incentive: Rs. 10,000 for first 800 E3Ws.

      Purchase Incentive E4W:

      • Upfront incentive: Rs. 15,000 for first 200 E4Ws.
      • Upfront incentive: Rs. 10,000 for first 800 E4Ws.

      Purchase Incentive Electric Strong Hybrid Four Wheelers: 50% exemption on registration fee for all strong hybrid electric vehicles.

      Purchase Incentive Bus: Aim to induct at least 200 pure electric buses for intercity/inter-city and last mile connectivity.

      Purchase Incentive Light / Heavy Commercial Vehicle:

      • Upfront incentive: Rs. 1,70,000 for first 100 commercial fleet electric four vehicles.
      • Upfront incentive: Rs. 1,60,000 for first 400 commercial fleet electric four vehicles.

      Road & Registration Tax Exemption:

      • 100% motor vehicle tax exemption for 5 years.
      • 100% stage carriage permit exemption for commercial vehicles for 5 years.

      Reserve Parking Slots:

      • Mandate EV charging stations in public parking, large commercial buildings, etc.

      Special EV Tariffs:

      • 100% electricity duty reimbursement for 5 years to EV manufacturing.

      Setting Up of Charging Stations:

      • Subsidy for AC Slow Chargers, DC Fast Chargers (7.5 – 15 kW), and DC Fast Chargers (22 kW and above) for first 400 charging stations.

      Others:

      • Mandate charging facilities in various locations.
      • Mandatory Green Zones in towns and cities.

      Battery Swapping Incentives:

      • Capital subsidy for first 100 battery swapping stations, 25% of fixed capital investment, or max Rs. 3,00,000 per station.

      Tax Exemption/ Reimbursement & Interest Subsidies:

      • Electricity duty exemption, SGST reimbursement, stamp duty exemption, and interest subsidies.

      Land Purchase & Registration Incentives: Land cost concession and rebates for investments above 50 crores.

      Battery Recycling and Reuse: Encourage reuse/recycling of EV batteries and promote recycling businesses.

      Skill Development: Skill development training reimbursement for organizations imparting training in EV/HEV component manufacturing.

      R&D: Encourage research and innovation in the electric vehicle domain through OEMs and component manufacturers.

      Uttar Pradesh

      Policy and Year: Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy 2022  

      EV Targets: Aim for 10 lakh EVs by 2024.

      Purchase Incentive E2W: 15% of ex-factory cost up to Rs 5,000 per vehicle, max budget Rs 100 Cr for up to 2 lakh EVs.

      Purchase Incentive E3W: 15% of ex-factory cost up to Rs 12,000 per vehicle, max budget Rs 60 Cr for up to 50,000 EVs.

      Purchase Incentive E4W: 15% of ex-factory cost up to Rs 1 lakh per vehicle, max budget Rs 250 Cr for up to 25,000 EVs.

      Purchase Incentive Bus: 15% of ex-factory cost up to Rs 20 lakh per vehicle, max budget Rs 80 Cr for up to 400 E-Buses.

      Purchase Incentive Light / Heavy Commercial Vehicle: 10% of ex-factory cost up to Rs 1,00,000 per vehicle, max budget Rs 10 Cr for up to 1000 E-Goods Carriers.

      Road & Registration Tax Exemption:Exemption for first 1,00,000 private EV buyers in UP.

      1. 100% reg. fee exemption
      2. 100% road tax exemption for 2-wheelers, 75% for others.

      Green Zones: Incentivize EV manufacturing zones with common infrastructure.

      Capital Subsidy on Charging Equipment: 25% subsidy, max Rs 6 lakh per charging station.

      Land Subsidies/ Provisions: 100% stamp duty reimbursement for integrated EV projects.

      Special EV Tariffs: UPERC has a special tariff category for EV charging.

      Electricity Connection: Fast-track connections for EV charging.

      Setting Up of Charging Stations: 20% subsidy, max Rs 10 lakh per unit for first 2000 charging stations.

      Others: Promote charging facilities in various locations, including public parking, metro stations, etc.

      Battery Swapping Incentives: 20% subsidy, max Rs 5 lakh per unit for first 1000 swap stations.

      Capital subsidy: Up to 30% of fixed capital investment for EV and battery projects.

      Land Purchase & Registration Incentives: Reimbursement of up to 25% of land cost for mega projects.

      Battery Recycling and Reuse:

      • 50% annual subsidy for equipment/machinery for battery recycling.
      • Establish ‘Collection centers’ for end-of-life batteries.

      Skill Development:

      • Skill development incentive of INR 5,000 per employee per year for defined manufacturing projects.

      R&D:

      • Incentives for incubation centers and collaborations with universities.
      • Promote R&D in electric mobility.

      Tripura

      Policy and Year: Tripura EV Policy 2022       

      EV Targets: Achieve 10% electrification of all 2W, 3W, 4W, and buses by 2027.

      Road & Registration Tax Exemption: 25% exemption on applicable road tax.

      Priority Registration / Free Permits: Reserve 10% of new permits for electric vehicles.

      Reserve Parking Slots: Aim for EV charging infrastructure in 25% of parking spaces.

      Special EV Tariffs: Allow EV Charging from existing consumer connections at regular rates.

      Setting Up of Charging Stations: Target a charging station every 25 KMs on highways.

      Others: Ensure charging infrastructure in all government offices and buildings.

      Battery Swapping Incentives: Promote battery exchange or hiring systems at charging stations.

      Retrofitting: Convert 25% of on-road vehicles to EVs through retrofitting.

      Battery Recycling and Reuse: Establish battery recycling points for EV owners.

      Skill Development: Offer vocational courses for EV drivers, mechanics, and charging staff through government-supported skill centers.

      Telangana

      Policy and Year: Telangana Electric Vehicle Policy 2020

      EV Targets: Achieve 15% electrification by 2025.

      Purchase Incentive E2W: 100% exemption of road tax & registration fee.

      Purchase Incentive E3W:

      • 100% exemption of road tax & registration fee.
      • Encourage discounted hire-purchase schemes.

      Purchase Incentive E4W: 100% exemption of road tax & registration fee for commercial and private Electric 4-Wheelers.

      Purchase Incentive Electric Strong Hybrid Four Wheelers: 100% exemption of road tax & registration fee for Electric buses.

      Purchase Incentive Light/Heavy Commercial Vehicle: 100% exemption of road tax & registration fee for Electric 3-wheelers and Light Goods carriers.

      Road & Registration Tax Exemption: 100% exemption of road tax & registration fee for Electric 3 Wheelers and e-carriers.

      Access to Financing / Interest Subvention: Encourage hire-purchase schemes with discounted interest rates.

      Reserve Parking Slots:

      • Preferential parking at commercial buildings, multi-modal hubs, HMR stations, and TSRTC Bus depots.
      • Develop night-time community parking with charging facilities in PPP mode.

      Special EV Tariffs: Special Power Tariff category for EV Charging Stations.

      Use of RE:

      • Supply of Renewable energy for EV charging stations.
      • Encourage solar rooftop plants and captive power plants.

      Others:

      • Encourage existing Residential Townships to develop charging stations.

      Purchase Incentive E3W:

      • Upfront incentives based on battery capacity.
      • Fixed battery: Rs. 10,000-20,000.
      • Swappable battery: Rs. 4,000-10,000.

      Capital Subsidy on Charging Equipment:

      • 20% capital subsidy on equipment investments, max Rs. 4 lakh.
      • SGST reimbursement on equipment.
      • Reimbursement for upstream electricity infrastructure.

      Land Subsidies/Provisions: Land at 50% concessional rate for RE charging stations.

      Special EV Tariffs: Private charging at residences/offices allowed via existing power connections.

      Electricity Connection: Public charging stations may purchase power from any source via open access route, per Open Access Regulations, 2016.

      Use of RE:

      • Promoting RE.
      • Land at 50% concessional rate for RE charging stations.

      Tax Exemption/Reimbursement & Interest Subsidies:

      Skill Development: Short-term courses related to the EV ecosystem.

      R&D: Rajasthan E-mobility Center of Excellence (CoE).

      Punjab

      Policy and Year: Punjab Electric Vehicle Policy 2022

      EV Targets: Goal: 25% EVs of total vehicle registrations in the final policy year.

      Purchase Incentive E2W:

      • Incentive: Rs 3000/kWh of battery.
      • Max incentive: Rs 10,000.
      • Available for the first 50,000 E2Ws.

      Purchase Incentive E3W:

      • Incentive: Rs 3000/kWh of battery.
      • Max incentive: Rs 30,000.
      • Available for the first 5,000 E3Ws.

      Purchase Incentive Light / Heavy Commercial Vehicle:

      • Incentive: Rs 3000/kWh for e-LCV (L5N and N1).
      • Max incentive: Rs 30,000.
      • Available for the first 5,000 registrations.
      • Incentive: Rs 5,000/kWh for electric garbage collection.
      • Max incentive: Rs 50,000.
      • Available for the first 2,500 registrations.

      Road & Registration Tax Exemption: 100% waiver on Motor Vehicle Tax during the policy period.

      Green Zones: Designated ‘Green Zones’ for exclusive electric vehicle use.

      Reserve Parking Slots:

      • Reserved EV slots in major public parking areas.
      • Promotion of charging infrastructure in these slots.

      Toll Fee Waiver: Toll fee waiver on select state highways for EVs with Green Number plates.

      Capital Subsidy on Charging Equipment:

      • Rs 3,000/charging station for the first 8,000, level 1 EV AC charging points.
      • Rs 10,000/charging station for the first 2,000 DC charging points.

      Special EV Tariffs:

      • EV Charging Stations categorized separately with tariff of ₹6.00 per kVAh.
      • Consideration of special ToD tariff for off-peak hours.

      Use of RE: Encourage charging infrastructure to use Renewable Energy (RE) with waived wheeling charges.

      Others:

      • Residential societies with parking for ≥10 cars: 1 EV Charging Spot for every 5 parking slots and 100% EV ready with conduits.
      • Tax Exemption/Reimbursement & Interest Subsidies: 100% SGST reimbursement for 15 years, max 200% of fixed capital investment.

      Land Purchase & Registration Incentives:

      • 100% exemption from CLU/EDU charges for anchor units.
      • Industrial Policy, etc.: 100% Stamp duty waiver on first transaction, 50% waiver on second per entity.

      Battery Recycling and Reuse:

      • Encourage OEMs and private players to set up battery recycling facilities.
      • Establish recycling units with suitable incentives.

      Battery Warranty and Buyback Agreement:

      • Encourage OEMs and private players to create battery buyback schemes.
      • Promote an e-marketplace for used battery resale.

      Skill Development:

      • Encourage technical institutions to offer specialized master’s programs for smart mobility.
      • Set up a skill center for smart mobility solutions under Punjab Skill Development Mission.
      • Introduce short-term courses for re-skilling auto/auto-ancillaries industry workers and EV repair/maintenance personnel.
      • Introduce courses related to EV maintenance and manufacturing in collaboration with technical institutions and NSDC training providers.

      R&D: Explore setting up a test center in Punjab for the entire region’s EV ecosystem needs.

      Odisha

      Policy and Year: Odisha Electric Vehicle Policy, 2021 & Amendment of Odisha Electric Vehicle Policy, 2021

      EV Targets: Achieve 20% EV adoption in all vehicle registrations by 2025.

      Purchase Incentive E2W:

      • Subsidy: Rs. 5,000/- per Kwh.
      • Max subsidy: Rs. 20,000/-.

      Purchase Incentive E3W: Subsidy: Rs. 30,000/- per vehicle.

      Purchase Incentive E4W:

      • Subsidy: Rs. 10,000/- per Kwh.
      • Max subsidy: Rs. 1,50,000/-.

      Purchase Incentive Bus:

      • Subsidy: 10% of vehicle cost, max Rs. 4 lakhs.
      • Subsidy limit: Rs. 2 lakhs (non-A/C), Rs. 3 lakhs (A/C), Rs. 4 lakhs (A/C Deluxe).

      Road & Registration Tax Exemption:

      • Waiver of road tax & registration fees.
      • 100% exemption on road tax & registration fees for buses for the first four years.

      Scrappage Policy/Incentives: Scrapping incentives for old ICE goods carriers.

      Access to Financing / Interest Subvention:

      • Interest subvention for public purchasing personal EVs.
      • 100% interest-free loans for State Government employees.
      • 5% interest subvention on loans for Electric Buses.

      Priority Registration / Free Permits: Open permit for autos (three-wheelers).

      Reserve Parking Slots:

      • Municipal authorities provide subsidized parking for personal EVs.
      • Encourage on-street parking for EVs with subsidized fees and charging stations.

      Capital Subsidy on Charging Equipment:

      • Government grants for charging equipment up to Rs. 5,000/-
      • 25% capital subsidy to selected Energy Operators.
      • Special subsidy for the first 500 Charging Stations.

      Land Subsidies/Provisions:

      Tax Exemption/Reimbursement & Interest Subsidies: 100% net SGST reimbursement to EV manufacturing units in Odisha.

      Battery Recycling and Reuse:

      • Encourage reuse of end-of-life EV batteries.
      • Set up recycling businesses with battery manufacturers.

      Skill Development:

      • Provide training related to jobs in the EV ecosystem.
      • Vocational courses for EV drivers, mechanics, and charging station staff.
      • Private sector partners allowed to conduct their own staff training.

      R&D:

      • Set up a Centre of Excellence at a state university.
      • Focus on EV design, efficiency, and charging equipment improvements.

      Meghalaya

      Policy and Year: Meghalaya Electric Vehicle Policy, 2021.

      EV Targets: Facilitate 15% EV adoption in the state by 2025.

      Purchase Incentive E2W:

      • Purchase subsidy of Rs. 10,000 per KWh for first 3500 E2Ws.
      • Max ex-factory price for incentive: Rs. 1.5 lakhs.

      Purchase Incentive E3W:

      • Purchase subsidy of Rs. 4,000 per KWh for first 200 E3Ws.
      • Max ex-factory price for incentive: Rs. 5 lakhs.
